Set Schedule Policy Queue Question: Please advise!

I was wondering if
when we move from
MLF to RR the
resulting queue must
be sorted or not
since it is possible
for the queue to be
unsorted but when we
can make it still
return the right
value on get next
runnable?

I remember the TA saying in class that the RR queue does not need to be
sorted. The diagram in the spec just happens to be sorted coincidentally.
